Originally the impulse to reaction against violence led men to a legal order, disposed in view of their immediate needs. The guarantee of a good constitution in each particular State must be sought, in the last resort, in the subordination of all States to a common law of jus- tice, administered by an Areopagus of nations. The gradual realization of law is the substance of History. History, as a whole, is a progressive and gradual revelation of the Absolute. No single passage in history can be pointed out where the trace of providence or of God himself is really visible ; it is only through history as a whole that the proof of Gods existence can be completed. prev     next
